CEO Shawna Bell, a member of the Wyandotte Nation, a federally recognized Native American Tribe, Mike Redmond and the rest of our management and service team have spent several decades in the commercial pipeline integrity industry. We have earned a solid reputation for laser scanning, ultrasonic testing, eddy current testing, magnetic flux inspection and other integrity management services.
All our technicians undergo continuing education in the latest technologies as well as take refresher and practice exams for third party tests. New technicians are mentored and have on-the-job training by our senior technicians. We believe this, plus our quality management system, sets us apart from our competitors.
Quality Pipeline Integrity Inspection to Meet Compliance Regulations
Pipeline companies operate their systems under federal regulation (CFR 192 & CFR 195), and Department of Transportation oversight. The governing body within the DOT is the Pipeline Hazardous Material Safety Administration (PHMSA). To operate their systems, pipeline operators must submit their inspection and maintenance procedures to PHMSA, which then oversees compliance. Most pipeline operators use in-line inspection programs to meet DOT requirements.
In-line inspection is the use of tools with sensors (Smart Pigs) that are inserted into the pipeline and flow with the product. They detect anomalies and record their position. The operator removes the smart pig at the other end of the pipeline, downloads the data and creates a list of features that require investigation. The pipeline is not shut down, no damage is done to the system and there is no contaminated water to deal with, as there would be with a hydrostatic testing program.
Features that are identified by in-line inspection are then investigated. Circle B Non-Destructive Examination is a team of recognized experts using the latest non-destructive techniques to assess any features discovered in pipelines that could cause problems.
We use processes such as ultrasonic testing (many specialized techniques including phased array and FAST), magnetic flux leakage, laser profilometry and automated scanning systems to provide detailed information about pipeline features. Our management system is top quality. All reports are tracked, logged and reviewed by an admin level reviewer and a final Level III/SME reviewer before they are submitted to the client. The pipeline operator then uses our accurate and reliable data to determine if a smart pig performed as expected, over-called minor items, under-called significant features or missed items entirely. Pipeline operators use our information to modify smart pig reported results and prescribe repairs for any conditions that were discovered.
Our Leadership Team
Circle B Integrity Services (CBIS) was formed in 2015. We are a Non-destructive Examination(NDE) service provider, specialized in Pipeline Integrity work. Our specialty is providing highly trained technicians using the most appropriate technologies to support Pipeline Integrity digs in support of an operators Integrity Management Plan.
All CBIS technicians are tested and qualified on real world samples including pipeline cutouts. All personnel receive individualized training to make sure they can meet our quality expectations and the needs of our customers. We provide in-house training that we have developed, and feel we are best in class in this activity.
All reports and data submitted to an operator are first comprehensibly reviewed by our QAQC team. This includes a data check by trained reviewers, and a final complete review by a member of our leadership team with a minimum of 10yrs pipeline integrity experience. This process is timely and is built around the expectations of the customer. We can offer immediate reporting to support repair decisions followed by a comprehensive & reviewed final report.

Shawna Bell
Shawna has worked as operations support in the pipeline integrity industry for 13 years. Shawna is an owner and is the operations manager for CBIS. She coordinates all aspects of staffing and customer support. Shawna has a degree in Business Administration and Accounting from OSU, and formerly oversaw operational activities for an international NDE service company with over 150 NDE technicians and staff.
Monica Seaton
Monica has been in the pipeline integrity business for 10 years. Monica is Circle B’s contracts and compliance manager and helps support our HSE, OQ and training programs, MSA compliance, bids, and supports our operations team. She performs onboarding of new hires/existing employee record keeping and is involved in our AR/ invoicing, and timesheet processes. Monica’s previous experience included NDE as a project manager and regional support involving 50+ crews, operational coordination and customer support in the pipeline integrity industry.
Mike Redmond
Mike began his NDE career in 1994. In 1998 he began performing pipeline integrity digs. Mike was the first technician to prove up ILI transverse flux tool data for the assessment of Longseam features. In 1999 he began working exclusively on Pipelines, including 2 seasons as a Program Inspector for Alyeska on the Trans Alaska Pipeline. Mike then moved to SPIN LLC, creators of the FAST technique that revolutionized pipeline Longseam inspection. In 2003 Mike was a founding technician at PfiNDE, and became a partner in 2005. PfiNDE was the first NDE vendor focused exclusively on pipeline ILI NDE support. After growing to over 120 technicians, PfiNDE was sold to SGS. Mike left SGS in 2005, and was a founding member of Circle B Integrity Services.
Justin Grunigen
Justin has been in the pipeline integrity for 9 years and is the Process Improvement manager for CBIS. Justin was a project manager with an international NDE provider where he managed projects involving 50+ NDE technicians and support personnel. Justin has participated in development of an NDE report review process that streamlines the operation and helps ensure accurate information is delivered to the pipeline operator. Justin has an accounting degree and MBA and manages CBIS’s first line report review. He also handles IT support and has helped CBIS improve many of our client facing activities.
Joe Liley
Joe has worked in the NDE field since 2010 almost exclusively in pipeline integrity. Joe is an ASNT level III UT and MT (#330209). His duties include training/certifying technicians, troubleshooting operator issues, developing work procedures/techniques and training programs. Joe has significant previous experience with Enbridge, Marathon, and P66.
Antony Symonds
“Tony” Symonds has worked in the NDE field for 24 years performing and managing RT, MT, UT, PAUT work in Pipeline and pipeline integrity industries for 14 years. Tony is the operations team technical lead for CBIS. Tony is an SME in Automated UT and Creaform laser scanning. Tony works in the field about 50% of the time, training technicians and troubleshooting problems for operators. Tony is a final reviewer of NDE reports and field data.
Jeremy Crispino
Since 2013 Jeremy has been performing inspections in pipeline, refinery, petrochemical plant, and fabrication shop locations throughout Texas and Louisiana. Years of working in the refineries on turnarounds, emergency call-out inspections, and new construction projects greatly exposed Jeremy to the field advanced ultrasonics. Over the years he became an ultrasonic specialist in the use of manual, semi-automated, and robotic techniques for critical flaw sizing of environmental cracking, stress cracking, HTHA, HIC, corrosion, and many other in-service damage mechanisms. In recent times Jeremy has been focused on key metrics used to evaluate damage mechanisms and how to improve upon the Probability of Detection (POD) of many current inspection practices. Jeremy’s current role at CBIS is the petrochemical division Operations Manager based in Houston, Texas. He is also the Advanced Applications SME tasked to explore new technology and advanced inspection techniques that will complement and add to our current list of NDE services.
Jimmy Ellis
Jimmy Ellis has been a field capable level 3 (ASNT #17626) since 1980. Jimmy maintains current level 3s in PT, MT, UT, RT, VT, and ET as well as current API certs in QUTE, QUSE, QUPA, QUPA-SE, and TM. Jimmy writes procedures and conducts training in laser scanning, LIBS, UT & MT and manages personnel qualification and certification. He has authored articles published in ASNT’s Materials Evaluation magazine and AWS’ Inspection Trends quarterly publication. Jimmy’s UT instructional YouTube channel and UT training book has been used by hundreds of technicians. All CBIS NDE technicians receive hands-on training in the UT methods that Jimmy has developed for pipeline integrity work. Jimmy is a final reviewer of field data.
Brandon Fish
Brandon has worked in the NDE field since 2006 and worked primarily on pipeline integrity digs since 2010. Brandon is an ASNT level III UT and MT (#246418), level II Phased Array, FMC-TFM, and TOFD. 3rd party certs: current…EPRI PDI UT-1 and UT-2 with IGSCC, previous…API QUTE and QUPA. Brandon is also one of our AUT and laser scanning SMEs. Brandon splits his time between the field and office. His field duties include training technicians, troubleshooting operator issues, help develop work procedures, developing, and improving our report templates & processes and managing field work. In the office, Brandon is a final reviewer of reports and field data.
Luis Rodriguez
Luis is the Business Development with CBIS since December 2022. Previously he has been in pipeline integrity for last 14 years with 2 Oil and Gas operators. Most recently as the ILI Programs Manager running ILI tools, dig selections, and repair recommendation. Prior to that he has over 20 years of experience as a Level III (MFL-A and Def) Data Analyst with several ILI companies.
